How to read these figures

Exports are goods leaving the United States for Mexico; imports are goods entering the United States from Mexico. The balance is exports minus imports, so a negative value is a U.S. goods deficit and a positive value is a surplus.

The country totals describe goods crossing the U.S.–Mexico trading relationship; they do not identify whether an individual shipment qualifies for USMCA preference or which product-level tariff provision applies.

What the figures do not establish

A bilateral balance is an accounting measure, not a scorecard of whether trade is beneficial. Changes can reflect prices, exchange rates, demand, inventories, supply chains, product mix, and timing. They do not by themselves prove that a tariff caused the movement.

The displayed realized duty burden is not a blanket legal tariff rate for everything imported from Mexico. See the guide below for the distinction.
